The test substance/cellulose mixtures could be ignited and in contact with the flame the mixtures burned vigorously. However, after retrieval of the ignition source the flame extinguished rapidly for test substance/cellulose mixtures 10/90 to 50/50, respectively, and the flame went out immediately for test substance/cellulose mixtures 60/40 or higher. ln all cases the burning distance was < 30 mm. Therefore, the burning rate of test substance/cellulose mixtures could not be determined. The test substance has no oxidizing properties.

The reference/cellulose mixtures burned with a yellow/green flame (height 1-8 cm, width 1-2 cm) and emitted sparks and white smoke. The maximum burning rate for the reference substance/cellulose mixture was 0.505 mm/s. Combustion was observed through the whole pile for all the mixtures except the 40/60 mixture.

Interpretation of results:
GHS criteria not met
Conclusions:
Ethyltriphenylfosfonium bromide has no oxidizing properties.
According to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) of the United Nations, Ethyltriphenylfosfonium bromide does not have to be classified for oxidising properties.
According to the criteria of REGULATION (EC) No 1272/2008, Ethyltriphenylfosfonium bromide does not have to be classified and has no obligatory labeling requirement for oxidising properties.
Endpoint:

Type of information:
read-across from supporting substance (structural analogue or surrogate)
Adequacy of study:
supporting study
Justification for type of information:
REPORTING FORMAT FOR THE ANALOGUE APPROACH

1. HYPOTHESIS FOR THE ANALOGUE APPROACH
This read-across is based on the hypothesis that source and target substance have similar oxidising properties because they share structural similarities with common functional groups. Source as well as target substance are both alkyltriphenylphosphonium halogen salts. The alkyltriphenylphosphonium moiety of source and target is almost identical, differing only in the length of the alkyl chain (ethyl instead of n-butyl). The counterion is identical - bromide.

2. SOURCE AND TARGET CHEMICAL(S) (INCLUDING INFORMATION ON PURITY AND IMPURITIES)

Source Target
Name Ethyltriphenylfosfonium bromide n-Butyltriphenylphosphonium bromide
CAS 1530-32-1 1779-51-7
EC 216-223-3 217-219-4
Common functional group 1 Triphenylphosphonium Triphenylphosphonium
Common functional group 2 counterion bromide counterion bromide
Deviating functional group alkyl chain ethyl alkyl chain butyl
Purity Please refer to section ´Confidential details in general comparable to source substance
on test material´ of the respective source substance ID.

3. ANALOGUE APPROACH JUSTIFICATION
This read-across study is included as supporting study to the waiver on oxidising properties of n-Butyltriphenylphosphonium bromide to underline that the organic moiety has no oxidising properties. As n-Butyltriphenylphosphonium bromide differs from Ethyltriphenylfosfonium bromide only in the length of the alkyl chain - n-butyl instead of ethyl - and saturated alkyl components to not have oxidising properties, this read-across is justified.
Reason / purpose for cross-reference:
other: data waiving supporting information and read-across source
Key result
Remarks on result:
other: no oxidising properties based on experimental data on structural analogue
Interpretation of results:
GHS criteria not met
Conclusions:
No oxidising properties based on experimental data on structural analogue

Description of key information

no oxidizing properties

Key value for chemical safety assessment

Oxidising properties:
non oxidising

Additional information

There are no chemical groups present in the molecule which are associated with oxidising properties. The negatively charged counterion bromide has no oxidising properties as it is incapable to incorporate further electrons. Missing oxidising properties of the organic moiety was confirmed in a GLP study according to EU Method A.17 (December, 29 1992) with the structural analogue Ethyltriphenylfosfonium bromide.

Justification for classification or non-classification

n-Butyltriphenylphosphonium bromide has no oxidizing properties based on structural considerations and experimental result on structural analogue Ethyltriphenylfosfonium bromide. According to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) of the United Nations, n-Butyltriphenylphosphonium bromide does not have to be classified for oxidising properties. According to the criteria of REGULATION (EC) No 1272/2008, n-Butyltriphenylphosphonium bromide does not have to be classified and has no obligatory labelling requirement for oxidising properties.
