Justification:

The PBT Assessment for didocosyl sebacate (CAS 42233 -75 -0) is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2014).  

Persistence (P) Assessment

A criterion to evaluate the absence of persistence (P) is the potential of a substance for ready biodegradability or inherent biodegradablity. Didocosyl sebacate (CAS 42233 -75 -0) is not readily biodegradable (OECD 301, 54% biodegradation in 28 days), nor ultimate inherently biodegradable (OECD 302C, 69% biodegradation in 28 days). Therefore, the test substance is regarded to be degraded by primary biodegradation. In consequence, the substance is expected to be persistent in the environment and it potentially meets the Persistent (P) or very Persistent (vP) criteria.

Bioaccumulation (B) Assessment

The BMFKgL (lipid-corrected growth-corrected kinetic dietary BMF) of didocosyl sebacate (CAS 42233-75-0) is 0.0427. Based on the above information, the substance does not meet the Bioaccumulative (B) or very Bioaccumulative (vB) criteria.

Toxicity (T) Assessment

The chronic no-observed effect concentration (NOEC) reported in the test conducted with algae and aquatic invertebrates are higher than 0.01 mg/L. Furthermore, the substance is neither classified as carcinogenic, mutagenic or toxic for reproduction nor is there any evidence of chronic toxicity according to the 6th ATP of Regulation (EC) No 1272/2008 (CLP). Therefore, didocosyl sebacate (CAS 42233-75-0) does not meet the T criterion according to Regulation (EC) No 1907/2006, Annex XIII.

 

In conclusion, didocosyl sebacate (CAS 42233 -75 -0) is not considered to be PBT or vPvB.
