The Pigment additive FNC (CAS 73455-75-1) is composed of Copper phthalocyanine monosulfonic acid (CAS 28901-96-4) and dodecylamine (CAS 124-22-1). In case of the pigment-fraction the assessment is based on a read-across to data for Copper phthalocyanine (CAS 147-14-8) and Phthalocyanine, tris(phthalimidomethyl)-, copper deriv. (6CI) (CAS 59160 -79 -1), as experimental data for phthalocyanine monosulfonic acid (CAS 28901-96 -1) of the target substance itself are not available.
The toxicity of dodecylamine (CAS 124 -22 -1) was assessed in an acute toxicity study equivalent or similar to OECD 203 with flow-through conditions. Pimephales promelas was used as test species. The test concentration were analytically verified. The test medium was pH-adjusted to a pH value resembling that of lake water (pH 7.7). The 96 -h LC50 was determined to be 0.103 mg/L (measured; Geiger et al., 1990).
The BUA report (1997) on fatty amines lists two other acute studies with Salmo salar and Danio rerio as test organisms. The study by Zitko (1975) with Salmo salar was rated as Klimisch 4 as only little information on the test conditions is available. The 96 -h LC0 is given as 1 to 5 mg/L. The static OECD 203 study by Hoechst (1988) contains more detailed information on the test conditions. The test species was Danio rerio. The 96 -h LC50 was 0.42 mg/L. There is no information given if the test concentrations were analytically verified. As valid data are available, these studies are disregarded.
It can be concluded that dodecylamine is acutely very toxic to fish.
Regarding the toxicity of copper phthalocyanine monosulfonic acid (CAS 28901-96-4), there are no experimental data available. Therefore, the assessment is based on a read across to data for the structurally similar compounds Phthalocyanin IM (CAS 59160-79-1) and copper phthalocyanine (CAS 147 -14 -8). In an OECD 203 guideline study with Danio rerio as test species, a 96 -h LC50 of >141 mg/L was determined for Phthalocyanin IM (CAS 59160 -79 -1), based on measured test concentrations. A screening test, according to OECD Guideline 203 with Danio rerio resulted in a 96 -h LC50 of >100 mg/L (nominal, analytically not verified) for Copper phthalocyanine (CAS 147 -14 -8).
As all phthalocyanines resemble in structure as well as physical and chemical properties, comparable results are also expected for the target substance’s pigment-compound, indicating copper phthalocyanine monosulfonic acid (CAS 28901-96-4) to be with high probability acutely not harmful to fish.
