JUSTIFICATION FOR DATA WAIVING
According to Column 2 of REACH Annex VII, section 7.13., the study on oxidising properties does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials on the basis of the chemical structure. An oxidising substance is a substance that, while being itself not necessarily combustible, may cause or contribute to the combustion of other material. Oxidising substances generally act by yielding oxygen. The test item is an inorganic solid material that is manufactured from the underlying metal oxides by the Czochralski technique. As starting materials the underlying metal oxides of Lu, Y, Si and Ce are used. All oxides of the metals are present in their highest and most stable oxidation state resulting in the fact that no oxygen will be released which therefore also will not contribute to the combustion of cellulose (as part of the foreseen assessment of oxidising properties). Based on these intrinsic properties a study to determine the oxidising properties of the test item is considered as scientifically not necessary under REACH.
