- Endpoint:
- flash point of flammable liquids
- Data waiving:
- study technically not feasible
- Justification for data waiving:
- the study does not need to be conducted because the flash point is only relevant to liquids and low melting point solids
- Justification for type of information:
- Although the pure substance is a solid, flammability testing was done with the aqueous solution according to CLP requirements. The substance is only handled and sold as liquid. therefore no testing with the solid pure substance is justified.
- Endpoint:
- flash point of flammable liquids
- Type of information:
- experimental study
- Adequacy of study:
- key study
- Study period:
- 2008-05-01 to 2008-06-02
- Reliability:
- 1 (reliable without restriction)
- Rationale for reliability incl. deficiencies:
- other: Well-documented GLP-study according Standard Test Method ASTM D93-07
- Reason / purpose for cross-reference:
- reference to same study
- Reason / purpose for cross-reference:

- Qualifier:
- according to guideline
- Guideline:
- ISO No., other: Standard Test Method ASTM D93-07
- GLP compliance:
- yes
- Type of method:
- other: open cup and closed cup flash point temperature (using the Pensky- Martens apparatus) under the non-equilibrium method
- Flash point:
- > 99 °C
- Atm. press.:
- 101.7 kPa
- Remarks on result:
- other: The closed-cup flash point temperature of Choline Base 45 % has been determined to be > 99 °C (NFTB - no flash to boiling point).
- Conclusions:
- The present study was performed according Standard Test Method ASTM D93-07 and compliant to GLP. So the study was assigned the reliability 1 and the results can be used to assess the physico-chemical hazards of Choline Base.
The closed-cup flash point temperature of Choline Base has been determined to be > 99 °C (NFTB - no flash to boiling point), further testing was not possible because the sample started to boil and produce grey vapours which extinguished the test flame. However, the available data is sufficient to show that the sample can be considered not to be a flammable liquid (owing to the high flash point) probably due to the presence of significant water in the formulation which suppresses flammability. Therefore, no physical hazards due to flammable properties are expected to arise from the test substance. - Executive summary:
The closed-cup flash point temperature of Choline Base has been determined to be > 99 °C (NFTB - no flash to boiling point). The study was performed according Standard Test Method ASTM D93-07 and compliant to GLP and is of reliability 1.

Description of key information
This endpoint is waived, as choline hydroxide is a crystalline solid.
Furthermore, the closed-cup flash point temperature of a 45 % aqueous solution of Choline Base has been determined to be > 99 °C (NFTB - no flash to boiling point).
Key value for chemical safety assessment
Additional information
The experimental results for flash point determination of a 45 % aqueous solution of Choline base derived in the Key Study was chosen because the study can be considered to be of reliability 1 due to its well-documented performance according to ASTM D93 -07 and compliance to GLP. So, no necessity for further testing is indicated and the existing results can be used to assess the physico-chemical hazards of the test item. The closed-cup flash point temperature of Choline base 45 % has been determined to be > 99 °C (NFTB - no flash to boiling point). Consequently, it can be concluded that no physical hazard due to flammable properties can arise from the substance.
