- Executive summary:
The flammability of the solid test item was examined using a method consistent with the UN Transport of Dangerous Goods: Manual of Tests and Criteria: Test N.1 by measuring the burning rate of the test item. In a preliminary test,
a mould (250 mm long x 20 mm wide x 10 mm high) was loosely filled with test item. Ignition of the 250 mm long pile was attempted using the flame of a gas burner applied to one end of the test item pile. The pile was visually interpreted for propagation of combustion either by burning with a flame or smouldering. The test item melted, and burned with an orange flame into a dark blue residue. Black smoke was observed. After removal of the ignition source, the flame extinguished after 1 second and no propagation of combustion was observed. No propagation of combustion along 200 mm length of the test item pile within 2 minutes was observed. According to the guidelines, performance of the definitive burning rate test is not required. Based on the results obtained, the test item is considered 'not flammable'. Applicant assessment indicates that the substance does not meet the criteria for classification as a flammable solid under the UN Transport MTC N.1: Flammable solids or CLP Regulation (EC) 1272/2008: Flammable solids criteria. The test was performed on the ground test item, which was otherwise as-presented.

In accordance with section 1.2 of REACH Regulation (EC) No. 1907/2006 Annex XI further study of flammability does not need to be completed based on weight of available evidence and structural assessment along with experience of handling and use.
The flammability of the test item was examined using the UN Method N.1: Flammability (Solids) preliminary screening test. The flammability was determined by measuring the burning rate of the test item by placing the test item in a mould (250 mm long by 20 mm wide by 10 mm high). A gas burner flame was applied to one end of the pile. Ignition of the pile occurred, but ceased within 1 second of removal of the gas burner flame. Combunstion failed to propagate through 200 mm of the test-item pile during the 2 minutes after the flame was applied. The result of the preliminary screening test negated the need to perform the main test. Under the conditions of this study, the test item was not considered to be flammable. Applicant assessment indicates that: the classification of flammable solid does not apply (not flammable) in a method consistent with the UN Test N.1 and similar to EU Method A.10 preliminary screening test. No combustion propagation of the test item was observed. For these reasons further testing to UN Test N.1 according to the full wetted zone and burning rate test, is not required. The test item is not a flammable solid or a readily combustible solid.
Other measures of flammability include pyrophoricity and flammability on contact with water. These can be considered not a concern for the substance and testing waived if consideration of the structure and experience in handling and use show that no effects are envisaged. Such a screening procedure represents an intelligent testing strategy for flammability. If applied correctly then only liquid substances for which it is suspected will give a positive result in either the pyrophoric properties or flammability on contact with water tests need to be tested.
A review of the structure suggests that there are no chemical groups present that would imply pyrophoric properties or flammability on contact with water. A review of handling and used implies no pyrophoric properties or flammability on contact with water. Based on the absence of structural alerts and experience in handling and use negative results are predicted for pyrophoric properties and flammability of contact with water. Based on the preliminary screening tests for solids flammability, the substance is not considered to be flammable.
