Executive summary:

A study was conducted according to recommendations on the Transport of dangerous goods Manual of Test and Criteria Test O.1 which is recommended in the information and requirements for chemical safety assessment (IR/CSA) Chapter R.7a table R.7.1-9. The combustion time of a potassium hexadecyl hydrogen phosphate / Cellulose 1:1 mixture was determined to be 444s. The average combustion time of a KBrO3 / Cellulose 3:7 mixture was determined to be 127 s. The shortest combustion time of the potassium hexadecyl hydrogen phosphate / Cellulose mixture was higher than the reference time. Thus, potassium hexadecyl hydrogen phosphate was expected to have no oxidising properties.
