Results
Preliminary test
Three test mixtures of test item and cellulose 2:1 burned down
completely in 180, 157 and 143 s, respectively.
Three test mixtures with barium nitrate/cellulose 2:1 burned down completely in 62, 60 and 56 s, respectively. Due to the preliminary test results, the main test had to be executed.
Main Test
Four tests were done for the reference mixture (barium nitrate and
cellulose) with different wt. % oxidizer (barium nitrate).

The highest burning rate of 2.04 mm/s was found for the mixture with 60 wt. % oxidizer.
Mixtures of the test item with cellulose were prepared with different wt. % of the test item and tested.

Because a burning rate could only be determined for the mixture with 10 wt.% test item, six tests were done using only this mixture in order to verify the value (Table 3). For mixtures (20 and 30 wt.%) which could be ignited but showed no flame propagation, the test was repeated once to verify the results.

Each mixture with 10 wt.% test item was measured six times, the mean burning rate for this mixture was 0.51 mm/s. The difference between the mean burning rate and the maximum burning rate was > 10% for this mixture. This deviation does not influence the final result because the maximum burning rate of the test item and cellulose mixtures (0.60 mm/s) was much lower than that of the reference mixture of cellulose and barium nitrate (2.04 mm/s).
Therefore, the test item has no oxidizing properties.

The maximum burning rate of test item and cellulose mixture was lower (0.60 mm/s) than that of the reference mixture of barium nitrate and cellulose 2:1 (2.04 mm/s).
Justification for classification or non-classification
The available data on oxidizing properties of the test substance do not meet the criteria for classification according to Regulation (EC) 1272/2008, and are therefore conclusive but not sufficient for classification: The maximum burning rate of the test mixture was less than that of the reference mixture (barium nitrate and cellulose 2:1) in a test according to the EU method A.17.
