The test item was heated with the flame of a teclu burner. Glowing was observed during heating. No ignition occurred within two minutes.

SAFETY PRE-TEST

A small amount of the test item was heated on a magnesia groove with a gas burner. Glowing was observed. The test item showed no signs of ignition.

Executive summary:

A study, according to EU Method A.10, was performed in order to determine the flammability of the substance. The test item was formed into an unbroken strip or powder train about 250 mm long. A preliminary screening test was performed to determine if, on ignition by a gas flame, propagation by burning with flame or smoldering occurs. If propagation over 200 mm of the train occurs within a specified time, then a full test program to determine the burning rate was to be carried out. The test item was heated with the flame of a teclu burner. Glowing was observed during heating. No ignition occurred within two minutes. Hence the burning rate determination was not required. In summary, the test substance was considered to be not highly flammable as it did not show ignition during the preliminary screening test.

Justification for classification or non-classification

According to the CLP Regulation (EC) No 1272/2008, 2.7 section, flammable solids, powdered, granular or pasty substances or mixtures shall be classified as readily combustible solids when the time of burning of one or more of the test runs, performed in accordance with the test method described in Part III, sub-section 33.2.1, of the UN Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria, is less than 45 seconds or the rate of burning is more than 2.2 mm/s.

In the flammability test performed, Fluorescent Brightener 363 did not propagate burning of a 200 mm length of the strip in less than four minutes, therefore the substance resulted non flammable.

In conclusion, the substance does not meet the criteria to be classified as flammable, according to the CLP Regulation (EC) No 1272/2008.
