AES is not "highly flammable" according to the criteria of the guideline.
Executive summary:

In contact with the ignition source, AES glowed under the flame and the color of the flame was orange. It was also observed, that it burned for about 3 seconds in contact with the flame but extinguished immediately without ignition source and emitted white smoke. AES could not be ignited with a flame. A black residue with white spots remained. AES could not be ignited with a flame during the preliminary test (contact time of about 2 minutes). Therefore, no main test was performed.
