Justification:

The substance has a low Log Kow measured at 1.79.  This low Log Kow (less than 4.5) is an indication that the substance is likely to remain in water indicating not be B or vB.  In addition the bioaccumulation factor (predicted from valid EPI suit) is extremely low at  7.12 L/kg.  This is well below the > 2000 L/kg threshold which again indicated not B or vB. 

With respect to the persistency screening testing indicates that the substance is not readily biodegradable. This is an indication of P or Pv. The predicted (EPI suit) Biowin 3 degradation rate is 2.8 (weeks - months) and is above the 2.2 months probability threshold and is a further indication of P or vP.  Other EPI suit predictions also confirm the indication that the substance does not biodegrade readily. The Biowin 5 probability is below 0.5 (estimated probability 0.38) giving an indication that the substance will not biodegrade fast.  However other EPI suit predictions (Biowin 1 and 2) show that the substance may biodegrade fast.  Based on the EPI suit predictions substance must be considered P but unlikely to be vP.

Cyclohexane carbonyl chloride is not classified as carcinogenic (cat 1A or 1B), cell mutagenic (category 1A or 1B) or toxic for reproduction (category 1A, 1B or 2) in accordance with EC No. 1272/2008.  However there are results available from screening tests that shows the EC50 concentrations are well in excess of the <0.1 mg/L criterion to be classed as toxic.  Therefore the substance is not T.

The environmental assessment for Cyclohexane carbonyl chloride (CAS 2719-27-9) does not meet the criteria for classification as PTB or vPTB.
