Description of key information
Additional information
The substance, bis(C11-14-alkyl, branched and linear)amine, nonadecaoxo hexatungstate, is manufactured outside of the EU and as part of the manufacturing process and use demand, naphthenic process oil is present for ultimate import into the EU as a product. An alternative substance, reaction mass of bis(C11-14-alkyl, branched and linear)amine nonadecaoxo hexatungstate, was proposed for testing based on difficulties isolating the substance from the napthenic process oil. To do so, the alternative test substance is obtained via alternative synthesis with heptane, as the solvent in in place of naphthenic process oil, as agreed upon by ECHA during the enquiry process. The detailed justification for this can be found in the document attached in section 1.4 - Analytical summary (00134386).PDF.
Appearance
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate is observed to be a straw to black coloured liquid (Vanderbilt, LLC). Surrogate substance: In a documented visual observation, not conducted according to GLP, ,reaction mass of bis(C11-14-alkyl, branched and linear)amine nonadecaoxo hexatungstate (the surrogate substance) is a pale yellow to amber viscous liquid (R.T. Vanderbilt Research Labs, 2011).
Melting point
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a melting point of less than -80 °C (NOTOX B.V., 2012).
Boiling point
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0, based upon results from the surrogate substance, decomposes at greater than 250 °C (NOTOX B.V., 2012).
Relative Density
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a relative density of 1.22 at 20 °C (NOTOX B.V., 2012).
Particle size distribution
According to 7.14 Column 2 Annex VII of Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the granulometry (particle size) of a substance does not need to be conducted if the substance is marketed, or used, in the EU in a non solid or granular form. Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0) is a liquid at room temperature, therefore, this endpoint is waived.
Vapour pressure
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a vapour pressure of 0.0005 Pa at 20 °C (NOTOX B.V., 2012).
Partition coefficient
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a partition coefficient of greater than 8 at 20 °C (NOTOX B.V., 2012).
Water solubility
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a water solubility of 0.00948 mg/L at 20 °C (NOTOX B.V., 2012).
Surface activity
According to 7.6. Column 2 Annex VII of Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the surface tension of a substance does not need to be conducted if the substance water solubility is below 1mg/L at 20°C. Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0) has a water solubility of0.00948mg/L, therefore, this endpoint is waived.
Flash point
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a flash point of 184 °C (R.T. Vanderbilt, 2012).
Auto flammability self-ignition temperature
Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), based upon results from the surrogate substance, has a self ignition temperature of 349 - 352 °C (Chilworth Technology, 2012).
Flammability in contact with water
A flammability study is applicable for solid substances, while a flash point study is applicable for liquids. Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0), is a liquid, therefore the flash point study is more applicable for testing and the flammability study is waived.
Explosivity
According to 7.10. Column 2 Annex VII of Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the explosive properties of a substance do not need to be conducted if the substancedoes not contain chemical groups associated with explosive properties. Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0) does not contain chemical groups associated with explosive properties, therefore, this endpoint is waived.
Oxidising properties
According to 7.13. Column 2 Annex VII of Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the oxidising properties of a substance do not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. The structure o fBis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0) does not support that the test material is anticipated to oxidise, therefore, this endpoint is waived.
Stability in organic solvent
According to Column 1 of Annex IX of the European Union (EU) Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) 1907/2006 regulation, stability in organic solvents and identity of relevant degradation products study does not need to be conducted if the substance stability is not considered critical. The stability of Bis[C11-14-(branched and linear)-alkyl]aminium nonadecaoxohexatungstate (EC 700-718-0) is not considered critical based upon it's physical properties and use profile, therefore this endpoint is being waived.
