Read across from the data included in the REACH dossier for vanadium dioxide is used to assess this endpoint. The vanadium species present in cerium vanadium tetraoxide was determined to be tetravalent (using X-ray photoelectron spectroscopy), therefore vanadium dioxide was chosen as the source substance instead of other vanadium oxide candidates (e.g. divanadium pentaoxide) due to having the same oxidation state. This choice of source substance is supported by the reaction stoichiometry during manufacturing. However, other vanadium salts and oxides have been considered in the source substance REACH dossier for the provision of read across data and therefore data for other vanadium substances is also read across to cerium vanadium tetraoxide, where appropriate. In the risk assessment of metal compounds it is standard practice to pool the datasets for substances with the same metal ion, accounting for any differences in oxidation state and potential toxicity from any additional ligands. Vanadium substances in the same oxidation state are used for read across, unless there is justification for using another form for specific endpoints, in order to ensure that toxicity is not underestimated.

The target substance also contains cerium, and therefore this component of the substance has also been assessed. Cerium dioxide is not classified for human health or environmental endpoints, is poorly soluble and unlikely to be bioavailable. Due to the very low bioavailability that is expected for the cerium component of the target substance, and the lack of toxicity attributed to cerium, read across of data from vanadium dioxide and other relevant vanadium substances is considered to adequately assess any potential hazard associated with the target substance.
