Conclusions:
In a study conducted according to OECD Guideline 115 and EU Method A.5, the mean surface tension of diethyl carbonate was determined to be 66.2 mN/m at 20°C. Therefore the test item is not to be regarded as surface-active.
Executive summary:

The surface tension of diethyl carbonate was investigated in a study conducted according to OECD Guideline 115 (Surface Tension of Aqueous Solutions; 1995) and EU Method A.5 (Surface Tension; 2008) using the ring method. Two test solutions of the test substance (1.06 g/L each) were prepared in distilled water. Two runs with six measurements each were performed. The mean surface tension of diethyl carbonate was determined to be 66.2 mN/m at 20°C. Therefore the test item is not to be regarded as surface-active.
