According to REACh Annex VII / column 2, the study needs only to be conducted if based on structure, surface activity is expected or can be predicted.
The present substance is not intended to be used as a surfactant (i.e. not a desired property), and it does not contain typical groups (such as distinct polar and non-polar parts) indicating that it will have significant surface active properties in solution. Moreover, as presented under IUCLID section 4.8, the water solubility is expected below 1 mg/L.

After transfer of the test solution into the test vessel 22.0 minutes were needed to reach equilibrium at which 10 successive measurements were successfully achieved.

Conclusions:
According to EU A5 criteria, as the result is below the threshold value of 60 mN/m, the substance is considered to have surface-active potential under the experimental conditions.
Executive summary:

The surface tension of a 90% saturated solution of the test item in double distilled water was determined according to OECD Guideline 115, with a ring tensiometer.

Ten successive measurements were recorded at a temperature of 20°C.

The result was found to be 49.4 mN/m, with a standard deviation ≤ 0.05 mN/m.

Description of key information

Low potential, considering the water solubility is very low (< 1 mg/L), the structure is not characteristic of a true surfactant, and it is not the intended use of the substance (i.e. not a desired property).

From experimental testing, the surface tension was nevertheless measured below the threshold value of 60 mN/m (49.4 mN/m, at expected 90% saturation and 20°C), according to EU A5 criteria, but the interpretation regarding surface-active potential under the experimental conditions should be taken with caution.

Key value for chemical safety assessment

Additional information

Based on chemical structure, showing no alert, and considering the substance is not intended to be used as a surfactant, and is of very low solubility (<1 mg/L) no further data should be required.

However, a fully reliable experimental study, conducted according to a recognized OECD/EU/ISO method and under GLP, is available, and provided as supporting data. The result was found contradictory to the above assessment. Considering all three exemption criteria are fulfilled, while one is sufficient, the test result is not retained as key value. But the information is useful for qualitative assessment.
