Justification for data waiving:
the study does not need to be conducted because the substance is incapable of reacting exothermically with combustible materials
Justification for type of information:
In accordance with column 2 section 7.13 of the standard information requirements for substances registered in Annex VII of the REACH Regulation, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure.

According to Regulation (EC) N°1272/2008 (CLP) criteria (Annex I §2.13.4./2.14.4) and screening procedure as listed in the paragraph 6.1.1 of the Appendix 6 to the UN Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria (6th revised edition, 2015) or the ECHA endpoint specific guidance on information requirements (R.7a, v6.0, July 2017, §R.7.1.13)), it was determined that oxidizing properties were unlikely and the classification procedure shall not apply. The substance contains oxygen, but this element is NOT chemically bonded to nitrogen nor other oxygen. See detailed assessment in the attached justification. Therefore, no further testing is required.
