Based on the experimental results of similar substances such as C.I Solvent Yellow 79, Orange 11, Red 130, Brown 44, Black 27, etc. it can be suggested that the substance being registered (C.I. Solvent Black 28) is likely not hazardous and is not considered as an oxidizing substance.

Justification for classification or non-classification

Self-classification according to Regulation (EC) No 1272/2008 on CLP:

The chemical structure of being registered substance (C.I. Solvent Black 28) is like C.I. Solvent Yellow 79, Orange 11, Red 130, Brown 44, Black 27, etc. which all contain the “nitro groups”.

All experimental studies of the mentioned C.I. Solvent have been performed in accordance to the UN Test O.1 and all those results have showed that the mean burning time of the mixtures tested is higher than the mean burning time of the reference mixture.

Based on those results it can be suggested that the substance being registered (C.I. Solvent Black 28) is likely not hazardous and is not considered as an oxidizing substance.
