Justification:

The PBT assessment of 2-{3-[(4-amino-2-methylpyrimidin-5-yl)methyl]-4-methyl-1,3-thiazol-3-ium-5-yl}ethyl hydrogen phosphate (CAS 10023-48-0) is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

Persistence

Based on experimental findings, the substance is not readily biodegradable (39% ThODNH4/25% ThODNO3 in 28 d, OECD 301F) and has a dissipation half-life of 30 - 40 d at environmentally relevant conditions (25 °C, pH 4.6 – 9.0). Thus, it is concluded that the substance is potentially vP (and P).

Bioaccumulation

The log Kow of the substance is < 0.39 (VEGA 1.2.3, MLogP v.1.0.0). Therefore, the substance does not meet the screening criterion for bioaccumulation (log Kow > 4.5) and is therefore not B or vB.

 

Toxicity

The available aquatic effect value for the substance is considerably greater than the threshold values of 0.01 mg/L for long-term toxicity (aquatic algae) and 0.01 mg/L for acute toxicity (fish, aquatic invertebrates and algae). Moreover, the substance is not classified according to Regulation EC No 1272/2008. Therefore, the criteria set out in Annex XIII of Regulation (EC) No 1907/2006 are not met and it is concluded that the substance is not T.

 

In conclusion, the substance is not PBT / vPvB.
