In the case of the substance, it failed to satisfy the screening criteria reported in the CLP Regulation (EC) N. 1272/2008 and the adaptation of the standard regime of the REACH Regulation (EC) n. 1907/2006, as it contains oxygen that is chemically bonded to nitrogen. However, its negative oxygen balance shows that the substance contains less oxygen than the one required in order to be oxidised. Another aspect that has to be taken into account is that the substance is produced and used regularly since many years in Europe, transported in ship from outside Europe at various conditions. Evidences connected to the long experience in handling and use of the molecule confirm that no oxidizing properties have ever been observed and reported up to now in the usual conditions of production, stock, transport and use.

Justification for classification or non-classification

Based on the information and review of the substance, it is considered not to be potentially oxidising, based on the oxygen balance value and the known experience in the endling use of substances.

Therefore, the substance is not classified as oxidising according to the CLP Regulation (EC) No.1272/2008.
