substance does not ignite and propagate combustion either by burning with flame or smouldering along 200 mm of the powder train within the 2 minutes test period

Ethyltriphenylphosphonium iodide could not be ignited, although it emitted yellow sparks and melted in contact with the ignition source. After removal of the ignition source, no more sparks were observed. The molten test substance turned yellow.

As Ethyltriphenylphosphonium iodide can not be ignited, the substance is not "highly flammable" according to the criteria of the  EEC-Directive 92/69 EEC, A.10 "Flammability (solids)".

According to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) of the United Nations, Ethyltriphenylphosphonium iodide does not have to be classified as flammable. According to the criteria of REGULATION (EC) No 1272/2008, Ethyltriphenylphosphonium iodide does not have to be classified and has no obligatory labelling requirement for flammability.
