Description of key information

In accordance with column 2 Annex VII section 7.13 Regulation (EC) No 1907/2006 (REACH), the test on oxidising properties was waived as the chemical structure of Cyanuric chloride does not indicate any functional groups associated to oxidizing properties. Regulation (EC) No 440/2008 method A.17 was replaced by a theory based evaluation. The material in addition does not contain any functional groups quoted in 'Manual of Tests and Criteria' (fourth revised edition, appendix 6, chapter 6) which may indicate oxidizing properties. Cyanuric chlroide was thus considered not oxidising. No experimental determination was carried out.

Additional information

Compounds which have no highly electronegative atom, i.e. have no oxygen, fluorine, chlorine, bromine, are not likely to possess oxidising properties. Similarly, and this applies for Cyanuric chlorid, where these elements are present but the atoms are only bound to carbon and/or hydrogen, then oxidising properties are unlikely. In conclusion, considering the chemical structure of Cyanuric chloride and individual structural components, oxidizing properties are not expected for the test substance.

Justification for classification or non-classification

Based on the reasons indicated above the test substance is not classified and labelled with respect to oxidising properties according to Directive 67/548/EEC and Regulation (EC) No 1272/2008 (CLP).
