It is the consideration of the registrant that dual classification and labelling on the basis of ecotoxicological effects are applicable to this substance, which are dependant on the concentration of triphenyl phosphate within the substance.

The substance in the main contains greater than 5% concentration of triphenyl phosphate for the majority of commercial substances offered. These substances have been tested accordingly, and have been found to be toxic to environmental organisms. Therefore, substances with greater than 5% triphenyl phosphate are classified for ecotoxicological effects.

However, a further blend of the substance is commercially available which contains less than 5% by weight of triphenyl phosphate. This formulated product has also been tested, and is considered not to pose a hazard to aquatic organisms, based on the results of these studies, which did not demonstrate toxicity at the levels noted within the study. Toxicity may be attributable to the test method or to the triphenyl phosphate content; however these studies did not result in toxicity to aquatic organisms, hence it is deemed appropriate to avoid classification for products that contain less than 5% triphenyl phosphate on the basis of the data available.
