The test substance is synthesized and handled as an aqueous potassium hydroxide solution (pH 13) only under inert gas atmosphere. It is instable in an aqueous phase at neutral pH or as solid material on air and oxidises rapidly to Indigo CAS 482-89-3. Consequently, Vat Indigo Potassium Salt has no oxidising properties; hence, the oxidising properties of its oxidised form Indigo were further assessed.

The Oxygen Balance (OB) calculation combined with an examination of the chemical structure were selected criteria as a means of predicting oxidizing properties.

The oxygen balance is calculated from the empirical formula of a compound in percentage of oxygen required for complete conversion of carbon to carbon dioxide, hydrogen to water, and metal to metal oxide.

On the basis of the rule base, the substance contains no structural groups that are indicative of oxidising properties. Although the substance contains oxygen, the atoms are only bonded to carbon and/or hydrogen, and hence oxidizing properties are generally unlikely. In addition, assessment of the oxygen balance for the substance indicates a negative value. Based on the information and review of the above substance, Indigo or Vat Indigo Potassium Salt is deemed not to be potentially oxidising, based on the chemical structure and oxygen balance values.
