Executive summary:

The test was carried out in accordance with the UN Test O.1: “Test for Oxidizing Solids”, UN Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria, Sixth Revised Edition, 2015.
Tests were conducted on the test substance (ground and sieved to ≤500 µm) when mixed with dry fibrous cellulose in ratios of 1:1 and 4:1, by mass, of sample to cellulose. The burning characteristics of the mixtures were compared with a standard 3:7 reference mixture, by mass, of potassium bromate to cellulose.
Each test mixture was formed into a conical pile of base diameter 70 mm, covering a looped ignition wire resting on a low heat conducting base plate. Electrical power (150 ± 7 W) was applied to the ignition wire for a minimum of three minutes if no reaction took place, or until the end of the test if the mixture showed signs of ignition (e.g. flames, incandescence or glowing combustion). The burning time was recorded from the initial application of power to the wire until the end of the main reaction. The mean burning time from five evaluations was used for comparisons between mixtures. The mean burning time of the mixtures of substance:cellulose were 442 seconds (4:1 mixture) and 316 seconds (1:1 mixture), which was clearly greater than the mean burning time of 79 seconds of the reference (3:7 mixture of potassium bromate:cellulose).
