Justification:

The substance non-graphitic carbon fibre is regarded as persistent, not toxic and not bioaccumulating.

According to the manufacturing process and with respect to its chemical composition the substance is regarded as inorganic: organic precursor materials are first oxidised at temperatures of approximately 300 °C and then carbonised in an inert atmosphere (e.g. nitrogen) at temperatures of approximately 900-2500 °C to drive off non-carbon atoms. The resulting material is therefore not expected to contain organic groups in amounts higher than traces.

Based on this information, the test results on toxicological endpoints, the substance's inertness to microbial activity and the results on other aquatic toxicity tests it is unlikely that the substance is harmful to aquatic or terrestrial life. Therefore, the T criterion is not fulfilled.

Based on the test results for the solubility in water together with the chemical nature of the substance the B criterion is not fulfilled.
