Justification:

PERSISTENCE ASSESSMENT

The registration substance is readily biodegradable in an OECD 301B CO2 Evolution Test (see IUCLID Section 5.2.1) and therefore the criteria for 'P' for the PBT / vPvB Assessment is not fulfilled.

BIOACCUMULATION ASSESSMENT

The registration substance is a strong base and under environmental conditions mostly protonated e.g. at pH 7 > 99.9%. Based on measured CMC. water solubility and Octanol solubility the log Kow for the unprotonated as well as the protonated tertiary amine was calculated. With this log Kow data an surrogate Log Kow for the registration substance at pH 7 was calculated: 2.05. This value is below the criteria of the PBT / vPvB Assessnent for 'B'. In addition a BCF fish of 11 L/kg wwt was calculated with EUSES and similar low one with US EPA BCF BAF.

TOXICITY ASSESSMENT

The lowest chronic freshwater value is ErC10 (72h) algae of 0.07 mg/L. This means that the 'T' criteria for the PBT / vPvB Assesment is not fulfilled. The registration substance is not classified as carcinogenic (category 1 or 2), mutagenic (category 1 and 2) or toxic for reproduction (category 1,2 or 3) according DSD 67/548/EEC or carcinogenic (category 1A or 1B), germ cell mutagenic (category 1A or 1B) or toxic for reproduction (category 1A, 1B or 2). The registration substance is not classified T, R48 or Xn, R48 according DSD 67/548/EEC or specific target organ toxicity after repeated exposure (STOT RE category 1 or 2) according CLP 1272/2008/EC.
