All repeated-dose and reproductive toxicity data requirements are exempted according to Annex XI section 3 because of use in Strictly Controlled Conditions so that no long-term DNELs is set.

The SCC dossier is based on the inhalative occupational threshold limit value (TLV-TWA) of 0.01 ppm = 19 µg/m3 set by ACGIH in 2001 (See section 13) and adopted in several EU countries as a regulatory limit value. It cannot be considered as a DNEL in the sense of REACH. The assessment of this value should take into account that:

- MMH is non genotoxic so its carcinogenic effects are most likely related to repeated tissue damage (due to irritancy/corrosion) as indicated by ACGIH, and in this case a threshold applies (as opposed to linear extrapolation for genotoxic carcinogens)

- As stated by EPA (http://www.epa.gov/oppt/aegl/pubs/tsd4.pdf), "Exposure concentration–exposure duration relationship for monomethylhydrazine indicated little margin between exposures producing no adverse health effect and those resulting in significant toxicity.": the dose-effect curve is quite steep.

No DNELs are set because of the absence of relevant exposure patterns in the general population: absence of direct exposure, of indirect exposure via the environment by oral and dermal routes, and the fact that indirect exposure via the environment does not have to be assessed below 100 t/year.
