Justification:

Not P due to rapid hydrolysis of phenyl isocyanate; additional hydrolysis product aniline is readily biodegradable with 70 % degradation within 15 days.

Not B due to logKow < 4.5. Phenyl isocyanate has a calculated logKow of 2.59, the hydrolysis product aniline a measured value of 0.91.

However, phenyl isocyanate has to be classified as T based on the 32d-NOEC for daphnids for hydrolysis product aniline of 4 µg/L (NOEC < 0.01 mg/L).

Thus phenyl isocyanate neiter fulfills the criteria to be classified as vBvP nor PBT.
