JUSTIFICATION FOR DATA WAIVING

As reported in the REACH Guidance on Information Requirements and Chemical Safety Assessment- Chapter R7a, experience with oxidising substances has provided us with a list of chemical groups and elements that are known to confer oxidising properties.
(Table R.7.1 -29 is reported as attachment).
In general terms, one can perform a screening procedure to filter out substances that are unlikely to be oxidising and for which testing can be waived. For organic substances (with the exception of peroxides) testing does not need to be carried out for substances if:
- The substance does not contain oxygen, fluorine or chlorine; or
- The substance contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon - Inorganic substances that do not contain oxygen of halogens do not need to be tested. If the screening procedure identifies the material as having potential oxidising properties, or there is any doubt, then, in the interests of safety, testing should be carried out.

Assessment:
The substance 1,2-dichloro-1-fluoro-2-trifluoromethoxy-ethene is an organic compound which contains oxygen, fluorine and chlorine and these elements are chemically bonded only to carbon.
Furthermore, the substance does not contain any of the chemical groups known to confer oxidising properties as reported in the attached table R.7.1 -29 .
Therefore, according to the screening criteria reported in the REACH Guidance on Information Requirements and Chemical Safety Assessment - Chapter R7a, basing on the chemical structure, it can be concluded beyond a reasonable doubt that 1,2-dichloro-1-fluoro-2-trifluoromethoxy-ethene does not possess oxidising properties.

Furthermore, the experimental value for flash point indicates the substance is flammable cat.3.
