The REACH substance is a reaction mass containing the two isomers of methacryloxyisopropyl acid phthalate as the main constituent and various other reaction products of the starting materials (2 -hydroxyisopropyl methacrylate and phthallic anhydride) and the starting materials themselves. This substance is manufactured in a solvent (methylmethacrylate) and in the final commercial product, the solvent is present at approximately 35%. Although technically it is possible to remove the solvent from the product, doing so leads to greater formation of the other reaction products and the main constituent may start to polymerise. Consequently it was not possible to generate a solvent free test material that could be used to assess its toxicological properties.
The minor constituents of this substance, the starting materials and the solvent are all classified for skin sensiting potential, category 1b. It is also plausible that the main constituent itself has skin sensitising potential due to the presence of the hydroxyisopropylmethacrylate functional group. Since it was not possible to remove the solvent from the produced material, it was not possible to test this substance in the absence of the known sensitiser, methyl methacrylate.
Consequently, rather than perform studies on the product itself (with solvent and impurities) it was considered appropriate to waive the testing for skin sensitising potential and instead propose a classification as category 1b.
Justification for classification or non-classification
The starting materials and solvent in this product containing the REACH substance are classified as skin sensitisers, category 1b.
Based on this, and the presence of the hydroxyisopropylmethacrylate in the main constituent as a functioanl group, it is concluded that this substance should be classified for skin sensitising potential, category 1b.
