Celitement is not considered as an oxidising substance according to EU test method A.17.
Executive summary:

The oxidising properties have been investigated according EU method A.17. Samples in form of different mixtures have been prepared from the substance and cellulose and from a reference substance (barium nitrate) and cellulose. The samples had the form of piles of about 250 mm length. The samples have been ignited on one end of the pile by touching with a flame of a gas burner.

In all cases the burning rate of the Celitement/cellulose mixture was less than the burning rate of the reference substance/cellulose mixture. The substance is therefore not considered as an oxidising substance.
