Justification for classification or non-classification

The test substance is not considered to be in Division 5.1 since in any concentration tested, it did not ignite, burn or exhibit a mean burning time greater than the mean burning time of a mixture in a 3 to 7 ratio, by weight, of potassium bromate to cellulose. Therefore, the test substance is not oxidising and is not classified according to EU Classification, Labelling and Packaging of Substances and Mixtures (CLP) Regulation (EC) No. 1272/2008.
