For transport, ammonium nitrate has been classified for oxidising properties. Transport data can be used for REACH as well.

Conclusions:
Based on the transport classification, it was concluded that ammonium nitrate (UN 1942), ammonium nitrate fertilizers (UN2067) and ammonium nitrate liquid (UN 2426) have oxidising properties. Ammonium nitrate fertilizers falling under UN 2071 do not have oxidising properties.

Description of key information

Based on the  transport classification Class 5.1. O2. PG III, it was concluded that ammonium nitrate (UN1942) has oxidising properties. Ammonium nitrate fertilizers (UN2067) and ammonium nitrate liquid (UN 2426) also are classified for oxidsing properties. Fertilizers falling under UN 2071 are not classified for oxidising properties.

Packaging group III equals CLP Category 3. 

The oxidising properties of a solid depend on its particle size: the smaller the particles, the higher the oxidising capacity. 

From the Guidance on the application on the CLP Criteria (Version25/08/2009, section 2.13.1): The testing procedure and criteria for oxidising substances do not work properly for ammonium nitrate, ammonium nitrate compounds, ammonium nitrate based fertilizers and ammonium nitrate emulsions, suspensions or gels. Ammonium nitrate is not an oxidising substance, but by default it may be classified as an oxidising substance. The classification of ammonium nitrate or ammonium nitrate compounds is based on their composition and not on test results according to test O.1. or O.2 of the UN-MTC. The procedure for the classification of ammonium nitrate emulsions, suspensions or gels is comprised in test series 8 of the UN-MTC.

Justification for classification or non-classification

Based on the transport classification, ammonium nitrate has to be classified for the hazard 'Oxidising solid-Category 3' according to CLP Regulation (EC) No 1272/2008.
