the study does not need to be conducted because there are no chemical groups present in the molecule which are associated with oxidising properties and hence, the classification procedure does not need to be applied

JUSTIFICATION FOR DATA WAIVING
In accordance with Column 2 of REACH Annex VII (7.13), the study need not be conducted if, based on the known chemical and physical properties of the substance and its chemical structure, the substance is incapable of reacting exothermically with combustible materials. Based on the known chemical and physical properties of the substance and its chemical structure, a negative result is predicted for the A21 Oxidising Properties (Liquids) test of Council Regulation (EC) No 440/2008. As such it is considered justified to omit the test. Additionally, the substance is marketed for uses which include anti-oxidancy.
