Mixtures of Test Substance 3-chlorophthalic anhydride (3-CLPA) with cellulose, in the weight % range of 0/100 to 90/10 (3-CLPA/cellulose), were formed into rows and burned in air. The burn rates of these mixtures generally decreased as the 3-CLPA content increased, indicating that 3-CLPA inhibited the combustion of cellulose. In addition, the maximum 3-CLPA/cellulose burn rate of 1.5 mm/s (5 wt % 3-CLPA) was significantly slower than the maximum average burn rate of the Reference Substance barium nitrate/cellulose 60/40 mixture of 2.7 +/- 0.3 mm/s.  Therefore, it was concluded that 3-CLPA did not have oxidizing properties under the conditions of this test.

Executive summary:

The oxidising properties of the test substance were assessed in a GLP-compliant study performed according to EU method A. 17. Ranges from 0:100 up to 10:90 sample-to-cellulose ratio were formed into rows and burned in air. As the substance concentration increased, the burn rate of the mixtures generally decreased, indicating an inhibitory effect. The maximum burn rate found was 1.5 mm/s which was significantly slower than the maximum average burn rate of the reference substance. Therefore, the test substance is considered not to be oxidising.
