There are no data available for the acute toxicity towards fish and aquatic microorganisms of Alcohols, C16-18, ethoxylated, phosphates (CAS 106233-09-4). In order to fulfill the standard information requirements set out in Annex VIII, in accordance with Annex XI, 1.5, of Regulation (EC) No 1907/2006, read-across from structurally related substances was conducted.

In accordance with Article 13 (1) of Regulation (EC) No 1907/2006, "information on intrinsic properties of substances may be generated by means other than tests, provided that the conditions set out in Annex XI are met.” In particular, information shall be generated whenever possible by means other than vertebrate animal tests, which includes the use of information from structurally related substances (grouping or read-across).

Having regard to the general rules for grouping of substances and read-across approach laid down in Annex XI, 1.5, of Regulation (EC) No 1907/2006, whereby substances may be predicted as similar provided that their physicochemical, toxicological and ecotoxicological properties are likely to be similar or follow a regular pattern as a result of structural similarity.

The read-across is mainly based on similar precursers/breakdown products of the target and the source substances. The available endpoint information for acute toxicity towards fish of Oxo alcohol C16-C17 ethoxylate and for toxicity to aquatic microorganisms of 1-Dodecanol, ethoxylated, (C12, 4 EO) and Alkyl (C12-14, CAS 9002-92-0) polyethyleneglycolether (6EO; CAS 68439-50-9) is used to predict the same endpoint for Alcohols, C16-18, ethoxylated, phosphates.

Discussion

Acute toxicity of Alcohols, C16-18, ethoxylated, phosphates (CAS 106233-09-4) to aquatic organisms was assessed for three trophic levels (algae, invertebrates and fish). Only for the acute toxicity towards invertebrates and algae data are currently available for this substance. Therefore, in accordance with Article 13 (1) of Regulation (EC) No 1907/2006, a read across to 1-Dodecanol, ethoxylated, (C12, 4 EO), Alkyl (C12-14, CAS 9002-92-0) polyethyleneglycolether (6EO; CAS 68439-50-9) and Oxo alcohol C16-C17 ethoxylate was applied in order to cover the acute toxicity towards fish and microorganisms.

A read across from these alcohol ethoxylates to cover the remaining acute aquatic endpoints is acceptable as the target substance and the read-across substances are structurally similar alcohol ethoxy ester with or without a phosphate moiety and alcohols ranging from C12-C18. Dependent on the fatty alcohol chain length, the water solubility and log Kow are different, with the target substance being poorly soluble (< 0.53 mg/L) showing a higher log Kow (log Kow > 5.8), whereas 1-Dodecanol, ethoxylated, (C12, 4 EO) for example exhibits a higher water solubility (11 mg/L) and lower log Kow (log Kow 3.4).Thus a read across from these short chain alcohol ethoxylates is considered to represent a worst case approach, due to their higher bioavailability in water. It should also be noted, that under Regulation (EC) No 1907/2006, Alcohol ethoxylates were assessed in an extensive category approach with strong reference to the existing category for long chain alcohols (LCA category, see OECD 2006; HERA 2009), where the chosen C12/C14 Alcohol ethoxylates were used to cover aquatic endpoints for long chain alcohol ethoxylates (such as C16/C18 AE) in a worst case approach as well.

In the available short-term toxicity tests adverse effects occurred for fish in the range of the water solubility, with the source substance Oxo alcohol C16-C17 ethoxylate (LC50 = 8.15 mg/L). An acute test towards Daphnia with the target substance Alcohols, C16-18, ethoxylated, phosphates (CAS No. 106233-09-4) did not result in adverse effects in the range of water solubility. Algae were only slightly inhbited by the test item with a NOEC of 1.3 mg/L and an LC50 of greater than 5.9 mg/L (highest attainable test substance concentration). With the exception of the algae NOEC there are no data available for assessing the chronic toxicity to aquatic organisms for Alcohols, C16-18, ethoxylated, phosphates (CAS 106233-09-4). However, these are not required for a registration under Regulation (EC) No 1907/2006 at this tonnage band (10 - 100 t).

Based on read across to 1-Dodecanol, ethoxylated, (C12, 4 EO) and Alkyl (C12-14, CAS No. 9002-92-0) polyethyleneglycolether (6EO; CAS No. 68439-50-9), disturbances in sewage treatment plants are not anticipated for Alcohols, C16-18, ethoxylated, phosphates (CAS No. 106233-09-4) as effect values > 100 mg/L were reported for P. putida and activated sludge.
