JUSTIFICATION FOR DATA WAIVING
In accordance with REACH Annex IX and X column 2, toxicity testing on terrestrial organisms does not need to be conducted if direct and indirect exposure of the soil compartment is unlikely.

The substance piperazine pyrophosphate (T1063FM) is not supposed to be directly applied to soil.

Furthermore, the substance shows a low adsorptive and bioaccumulative potential (log Kow/Pow < 3) and hence, a relevant distribution into soil and a considerable exposure of soil organisms is not expected.

Low toxicity to microorganisms was observed in a respiration inhibition test (NOEC: 100 mg/L).

Results of aquatic studies indicate that the substance is not very toxic as EC/LC50 is above 42 mg/L for algae, daphnia or fish.
