Justification:

Although the substance can potentially be considered to exhibit persistent properties, there is no evidence to suggest that it should be regarded as meeting the criteria for a very persistent substance. It does not exhibit any properties that would lead it to be considered as bioaccumualtive or very bioaccumulative. There are no data to suggest the substance would be regarded as a toxic substance.

As such the substance is considered to be not a PBT or a vPvB substance.

Although there is the potential for environmental exposure from the consumer use of the substance, the use of the substance is anticipated to be widespread and extremely disperse.
