Justification:

The PBT Assessment for 2-(1-methylethoxy)ethyl acetate (CAS 19234-20-9) is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2012).

Persistence

2-(1-methylethoxy)ethyl acetate (CAS 19234-20-9) reached 41% biodegradation after 28 days in one study conducted according to OECD 301C. Thus, the test substance can only be considered as inherently biodegradable (not fulfilling specific criteria), and the fulfillment of the P criterion cannot be excluded. Nevertheless, in view of the moderate biodegradation obtained in the stringent OECD 301C test and the QSAR estimations obtained with BIOWIN v4.10 (BIOWIN 2 and 6 predicting fast biodegradation and BIOWIN 3 predicting ultimate biodegradation within weeks), there is enough evidence to exclude the very persistent (vP) criterion for 2-(1-methylethoxy)ethyl acetate.

 

Bioaccumulation

2-(1-methylethoxy)ethyl acetate (CAS 19234-20-9) has a log Kow of 1.28 (OECD 117). Thus, the test substance does not meet the screening criterion for bioaccumulation (log Kow ≥ 4.5) and it is not considered to be bioaccumulative (B) or very bioaccumulative (vB).

 

Toxicity

2-(1-methylethoxy)ethyl acetate (CAS 19234-20-9) is classified as STOT RE Category 1, H372 (Causes damage to organs through prolonged or repeated exposure) according to the criteria set in Regulation (EC) No 1272/2008 (CLP). Thus, according to Section 1.1.3 of Annex XIII of Regulation (EC) No 1907/2006 the substance is considered to fulfil the toxicity criterion (T).

 

In conclusion, 2-(1-methylethoxy)ethyl acetate (CAS 19234-20-9) is considered not to be PBT or vPvB.
