Description of key information

In accordance with section 2 of REACH Annex XI, a study is technically not feasible as the substance is a liquid. The flammability of a liquid is described by the flash point.

Pyrophoric properties:

Carbamic acid, (2-hydroxypropyl)-, compd. with 1-amino-2-propanol (1:1) has no pyrophoric properties. Experience in production or handling; substance is known to be stable at room temperature.

Contact with water:

Carbamic acid, (2-hydroxypropyl)-, compd. with 1-amino-2-propanol (1:1) does not emit flammable gases in contact with water. The structural formulas of the compounds of the mixture contain none of the functional groups quoted in Manual of Tests and Criteria, appendix 6, article 5.3).

Further information

The manufacturing process of carbamic acid, (2-hydroxypropyl)-, compound with 1-amino-2-propanol (1:1) runs solvent-based in ethylene glycol and the compound has to be continuously dissolved in about 50% ethylene glycol to ensure stability. This is the only form how the active compound carbamic acid, (2-hydroxypropyl)-, compound with 1-amino-2-propanol (1:1) can be handled and this is also the only marketed form. Because of this instability toxicological investigations cannot be performed with the ‘active ingredient’ but have to be performed with the solution in ethylene glycol. The trade name of the solubilized product is Zusatzmittel 19IF00 A.

Justification for classification or non-classification

The substance is not yet classified in the Annex I of Directive 67/548/EEC. According to the information summarized below, no classification on flammability is needed:

- As liquid, no flash point up to 249 °C;

- As liquid, boiling point is higher than 300 °C;

- No pyrophoric property, based on experience from production and handling;

- It does not ignite spontaneously with water and does not liberate flammable gases in hazardous amounts in contact with water.

Based on the data summarized above, carbamic acid, (2-hydroxypropyl)-, compd. with 1-amino-2-propanol (1:1) is also not flammable according to GHS (Regulation EC 1272/2008).
