Conclusion on classification
Initial EU and GHS Hazard Classification
A 48h-EC50 to aquatic invertebrates, a 72h-EC50 to algae of >100 mg/l and a 96h LC50 of > 1000 mg/l to fish can be assumed based on read-across with structural analogues. Based on the result of the octanol/water partition coefficient (log Kow of <0.3 -1.13), ‘propane-1,2-diol, propoxylated’ is not expected to significantly accumulate in aquatic organisms. Furthermore, the substance is at least inherently biodegradable. For these reasons, ‘propane-1,2-diol, propoxylated’ is not classified according to the EU Classification, Labelling and Packaging of Substances and Mixtures (CLP) Regulation (EC) No. 1272/2008.
PBT assessment
An assessment of the PBT status of ‘propane-1,2-diol, propoxylated’ has been made using all available data. The information available suggests that the substance does not meet the PBT screening criteria as outlined in Annex XIII of Directive 2006/121/EC.
Persistence
Manometric Respirometry tests (OECD 301F) showed that the structural analogues and constituents mono-, di and tripropylene glycol are ready biodegradable and higher homologues are inherently biodegradable. Therefore, ‘propane-1,2-diol, propoxylated’can be regarded as not persistent.
Bioaccumulation
Based on the result of the octanol/water partition coefficient (log Kow of < 0.3 - 1.13) , it is expected that ‘propane-1,2-diol, propoxylated’ has no bioaccumulative potential.
Toxicity
Experimental data on acute toxicity are available for the structural analogies and constituents di- and tripropylene glycol. All acute L(E)C50values are much higher than the screening criterion of 0.1 mg/l. ‘Propane-1,2-diol, propoxylated’ is not classified as being a CMR substance and there is no evidence that the substance is chronically toxic towards mammals. It can therefore be expected that ‘propane-1,2-diol, propoxylated’ is not toxic towards aquatic organisms.
Summary and overall Conclusions on PBT or vPvB Properties
The overall conclusions, based on the present available data, of the preliminary PBT assessment are that the (screening) criteria for PBT/vPvB are not met and that further testing in the scope of the final PBT assessment is not considered to be required.
Emission Characterisation
‘Propane-1,2-diol, propoxylated’ is not a PBT/vPvB substance, therefore the emission characterisation need not to be conducted.
