Executive summary:

The surface tension of a solution of Methyl Octine Carbonate in ultrapure water (~90% of the saturation concentration) was determined according to the OECD Guideline No. 115, using the ring method.

The result was 62.5 mN/m.

Therefore, according to this test, it was concluded that Methyl Octine Carbonate is not surface active (surface tension >60 mN/m).
