When conducting the test the test substance mixed with the cellulose ignited and burned. But the fast burning was obviously not due to oxidising properties. It can be attributed to the fact that the molten substance was distributed on the cellulose fibre which provided good conditions for a fast burning.

In agreement with the competent authority, it was decided that the substance should not be classified as an oxidizing substance for EC, because the high burning rate in the A.17-test was caused by the flammable properties of the substance (enhanced by the fact that the molten substance spread out on the large surface of the cellulose fibres and not by its oxidizing properties. This was confirmed by repeating the A.17-test, but with the modification that the cellulose was replaced by an inert material, namely, kieselgur. The same value of 5.13 mm/s was found.
