Referring to ECHA´s Guidance on Information Requirements and Chemical Safety Assessment - Chapter R.7a: Endpoint specific guidance (Version 6.0; Publication date: July 2017), "a flammable solid means a solid which is readily combustible, or may cause or contribute to fire through friction. Readily combustible solids are powdered, granular, or pasty substances or mixtures which are dangerous if they can be easily ignited by brief contact with an ignition source, such as a burning match, and if the flame spreads rapidly.“ The test item is an inorganic solid that is manufactured by smelting of the underlying metal oxides. Comparing physico-chemical properties and structural elements of the test item to the features of substances known to be pyrophoric or flammable indicates that the test item is highly unlikely to display pyrophoric or flammable properties. Since all affected metals are present in their highest oxidation state (based on underlying metal oxides), it can be inferred that a brief or extended contact with an ignition source will not result in an ignition of the test item. The absence of hydrolysis sensitive functional groups leads also to the conclusion that no flammable gases are generated upon contact with water. In compliance with the requirements of REACH Annex XI conducting of the flammability test is therefore scientifically not necessary.
