JUSTIFICATION FOR DATA WAIVING
The chemical structure of SIBE138 was assessed with reference to the screening criteria described in Annex 6 of the United Nations "Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria". The screening criteria states that for organic compounds, the substance does not possess oxidising properties if it does not contain oxygen, fluorine or chlorine; if these atoms are present then the substance does not possess oxidising properties if the atoms are chhemically bonded only to carbon and hydrogen. It was noted that the chemical structure of SIBE138 does contain oxygen, but only bound to carbon. On this basis SIBE138 would not be expected to possess oxidising properties.
This assessment was conducted as part of a wider assessment of the physico-chemical properties of SIBE138 (Envigo, 2018, Study code LBM0030).

On the basis of an assessment of the chemical structure, it was concluded that SIBE138 would not be expected to possess oxidising properties. On this basis it is concluded that SIBE138 does not meet the criteria for classification as an Oxidizing Liquid.
