Description of key information

Lactamoil 70% has a pH of 12.5 and is intended for exclusive industrial use. Due to its corrosive properties as demonstrated by a Corrositex® assay (OECD Guideline 435), the test substance is classified as corrosive to the skin, category 1C (H314) according to Regulation (EC) 1272/2008 (CLP). The relevant health effect to be expected upon inhalative exposure is respiratory irritation, which indicates further classification as STOT SE, category 3 (H335: May cause respiratory irritation). Due to the corrosive properties of the substance and the resulting classification, a qualitative risk assessment for dermal corrosion needs to be performed in accordance with ECHA guidance document Part E (ECHA 2012). The guidance document advises allocation of substances classified as corrosive to the skin (category 1C) to the moderate hazard band (see table E.3.1), denominating notably stringent risk management measures and operational conditions. In any case, this qualitative approach effectively prevents from any significant dermal and/or inhalative exposure.
In conclusion, relevant human dermal exposure can be excluded in humans in accordance with annex XI, section 3 of Regulation (EC) 1907/2006 (REACH), which justifies waiving of repeated dose toxicity testing.
