The CLP regulation Annex I, section 2.71 states that a flammable solid means a solid which is readily combustible, or may cause or contribute to fire through friction. Readily combustible solids are powdered, granular or pasty substances or mixtures which are dangerous if they can be easily ignited by brief contact with an ignition source, such as a burning match, and if the flame spreads rapidly.

Indium phosphide is an inorganic substance and does not contain any carbon, hydrogen or oxygen required for combustion.

The melting point of indium phosphide is 1062 °C. This shows that the substance is thermodynamically stable at temperatures >1000 °C in air suggesting that it is highly unlikely for indium phosphide to be flammable.

Indium phosphide is supplied as an ingot and as such the likelihood of it presenting a flammability hazard is reduced in comparison to a powder form.
