Justification:

According to Annex XIII of Regulation (EC) 1907/2006 a PBT and vPvB assessment shall not be conducted for inorganic substances. Fatty acids, C9-13-neo, copper salts is an inorganic substance (cf. International Union of Pure and Applied Chemistry (IUPAC), (2005): Nomenclature of Inorganic Chemistry. Issued by the Division of Chemical Nomenclature and Structure Representation in collaboration with the Division of Inorganic Chemistry), thus a PBT and vPvB assessment is not required. However, fatty acids, C9-13-neo, copper salts consists of copper cations and fatty acids, C9-13-neo anions. The latter are not PBT / vPvB.
