- Justification:
TOS is a UVCB substance containing sodium salts of fatty acids, sodium salts of rosin acids, water, terpenes, sesquiterpenes, alcohols, aldehydes, sterols and high molecular weight compounds such as lignin and cellulose fibres.
A key issue for the risk assessment of UVCB substances is the possibility that even though the substance has passed a ready biodegradability test, it might contain some persistent (‘P’) or very persistent (‘vP’) constituents. Furthermore, some of these constituents could be bioaccumulative (‘B’) or very bioaccumulative (‘vB’), or toxic (‘T’). Therefore, the possibility that some ‘vPvB’ or ‘PBT’ constituents are present in the substance is investigated as part of the chemical safety assessment.
The REACH Regulation requires that registered substances are evaluated to determine whether they have properties that confer on them the status of being of “very high concern (sVHC)” or, in the cases of UVCB substances, whether they contain any constituents identified as such at a concentration of >0.1%.
It should be noted that some samples of TOS may differ in composition to the one considered in detail here. This is due to the complex nature of the substance and the variation in the species of trees used at a site. The PBT assessment is still considered relevant for substances that meet the boundary composition.
Based on the available information on the constituents present in TOS, it can be concluded that none of the constituents fulfil the criteria of PBT or vPvB.

Two Decision letters have been obtained by registrants of Distilled Tall Oil (DTO, CAS 8002-26-4, EC No. 232-304-6), Final Decision number: CCH-D-2114412576-50-01/F) and Turpentine Oil from Pulping Process (TOPP, CAS 8006-64-2, EC No. 232-350-7, Draft Decision number: CCH-D-2114495053-49-01/D). In these Decision letters, ready biodegradation studies for constituents of Block 10 (Abietal) and constituents of Block 5 (sesquiterpenes) for DTO and TOPP respectively have been requested by ECHA. As a result, ready biodegradation studies according to relevant OECD Test Guideline 301 B/C/D/F or OECD 310 will be conducted for abietal and sesquiterpenes, which will be submitted in updated registration dossiers for DTO and TOPP, respectively. These constituents are also relevant for TOS Blocks 5 and 6. So, when the results of these studies are available, their relevance to the biodegradation and persistence assessment of Block 5 (Sesquiterpenes) and Block 6 (Abietenes) constituents in TOS will be considered and TOS dossier will be updated accordingly
