- Interpretation of results:
- Category 2 (oxidising solids) based on GHS criteria
- Conclusions:
- The burning time of 4:1 and 1:1 mixtures of Niobium(II) oxide and cellulose exceeded those of the 3:2 potassium bromate-cellulose reference mixture, but was lower than the mean burning time of the reference mixture with a ratio of 3:7 and 2:3. Based on these test results, the test item has to be classified as oxidizing solid category 2.
- Executive summary:
The testing of the oxidizing properties of Niobium(II) oxide has been conducted according to UN Regulation Test O.1 (2009) by evaluating the burning times of mixtures of niobium(II) oxide in the rations of 4:1 and 1:1. The results were then compared to reference mixtures consisting of potassium bromate and cellulose (ratios 3:2, 2:3 and 3:7). The recording of burning times were taken from the time power was applied to the heating wire until the end of occurring main reactions such like inflammation, incandescence or glowing combustion. Five replications were performed for each test/reference mixture.
The burning time of 4:1 and 1:1 mixtures of Niobium(II) oxide and cellulose was lower than the burning time of the reference mixture with ratios 3:7 and 2:3 but greater than the one of the 3:2 reference mixture. In accordance with the results obtained in UN Test O.1 (Oxidising Properties, Solids) the test item is classified as follows:
- UN Transport Regulation Division 5.1 Packaging group II
- Oxidising solid, Category 2 GHS and EC 1272/2008 (CLP Regulation), Annex 1:2.14
Reference
Residual moisture
The test item contains residual moisture of < 0.1 wt.-%, which was determined by drying the test item under vacuum.
The reference item Potassium Bromate contains residual moisture of < 0.1 wt.-%, which was determined by drying the test item under vacuum.
The reagent Cellulose contains residual moisture of 6.4 wt. -%, which was determined by drying the test item under vacuum.
Description of key information
The burning time of 4:1 and 1:1 mixtures of Niobium(II) oxide and cellulose exceeded those of the 3:2 potassium bromate-cellulose reference mixture, but was lower than the mean burning time of the reference mixture with a ratio of 3:7 and 2:3. Based on these test results, the test item has to be classified as oxidizing solid category 2 according to GHS and EC 1272/2008 (CLP Regulation), Annex 1:2.14.

Additional information
The testing of the oxidizing properties of Niobium(II) oxide has been conducted according to UN Regulation Test O.1 (2009) by evaluating the burning times of mixtures of niobium pentachloride in the rations of 4:1 and 1:1.
Justification for classification or non-classification
A GLP study was conducted according to UN Test O.1 (Oxidizing properties, solids) in which the test substance is classified as oxidising solid, Category 2 according to GHS and EC 1272/2008 (CLP Regulation), Annex 1:2.14.
